Then it sounds like you will have to run through the cabling, electricals, and hoses for the cruise control. Either it is not getting power(battery source for electronic cruise, vacuum for vacuum driven cruise control), too much slack in the throttle cable, bad switch on the steering column/wheel, or possible dead crusie control unit.
